Dear National Police Accountability Project, AARP, and the Department of Justice of Oregon:
Subject: Ongoing Harassment and Police Inaction in Brookings, Oregon – Request for Legal Assistance

I am writing to bring attention to a long-standing and deeply troubling situation involving ongoing harassment by my neighbor, Tiffany Berg, in Brookings, Oregon, and the continued refusal by the Brookings Police Department to enforce local and state laws designed to protect residents—particularly elderly residents like me, a retired single woman who moved from California. I grew up in Detroit, Michigan.
I moved to Brookings to enjoy a peaceful retirement on property I purchased specifically for that purpose. Instead, I have endured repeated harassment, invasion of privacy, and targeted intimidation. My efforts to seek protection and enforcement of the law have been met with indifference and, at times, what appears to be deliberate inaction by local authorities.
Summary of Incidents:
· Unlawful Drone Use and Privacy Violation: A drone was flown directly at my head while on my enclosed private property. The drone, operated by Ms. Berg—who is a local real estate agent and former corrections officer—was unregistered, as confirmed by the FAA. She used it to photograph the inside of my private shed. Despite this, the Brookings Police claimed I had "no expectation of privacy" and declined to take any enforcement action.
· Retaliatory Noise Harassment: After I gave a formal presentation to the Brookings City Council in 2023 regarding outdoor lighting ordinances, Ms. Berg retaliated by repeatedly blasting my presentation over loudspeakers late at nigh over and over and overt. The police refused to intervene, and the police chief went so far as to say she could “play it anywhere, anytime,” ignoring local noise ordinances and my repeated complaints.
· Personal Legal Burden: I was forced to initiate a private noise complaint and travel 12 hours round-trip, incurring over $1,500 in expenses at age 64 to attend the trial. The judge, however, restricted my ability to present key video evidence and limited my witnesses. Meanwhile, Ms. Berg was allowed to make numerous unverified statements. The court fined her only $100—a fraction of what it cost me to pursue justice. Yet the harassment has continued.
· Ongoing Intimidation and Public Shaming: Ms. Berg and her family have repeatedly yelled derogatory remarks at me while I was quietly on my own property. She has recorded me without consent and posted these videos publicly on platforms like TikTok.
· Camera: Despite Oregon law (ORS 163.700), which protects privacy in enclosed backyards, the police have taken no action Ms. Berg has cameras high on her garage – too high to view her property – but watch overmy entire propert 24/7. I do NOT have an ounce of pr privacy on my own property.
· Stalking and Reckless Driving: In January 2024, I filed a police report after Ms. Berg followed me on Highway 101, driving recklessly and taking photos of me. Again, no enforcement action was taken. In May 2025, upon returning to Brookings, she drove into a store parking lot, waved menacingly, and immediately exited without shopping—an act of intimidation caught on store video, which I shared with the police. Still, no action.
· Fence Damage and Trespassing: I reported damage to my fence that strongly suggests someone crossed over from the Berg property. This too was ignored by law enforcement.
· Five Police Investigate My Light: when I installed a light that Tiffany didn’t like suddenly, I had five police officers streaming investigating, versus the treatment I have endured in speaking out against tiffany’s light for over a year.
Pattern of Selective Enforcement:
The police consistently dismiss my reports while seemingly giving preferential treatment to Ms. Berg and her family. This pattern began with a false police report about who initiated video recording on my property—when in fact their own TikTok video shows they were already set up to film before any alleged confrontation.
This long-standing refusal to act has emboldened the Bergs and left me feeling unsafe, targeted, and stripped of the peaceful enjoyment of my home. It has escalated into what I believe constitutes elder abuse, harassment, and a violation of my civil rights.

At 65 years old, I should be enjoying my retirement—not fighting to protect myself from harassment that the police refuse to stop. I have exhausted every local avenue and continue to be met with silence or excuses.
All I can do now is continue to raise awareness and reach out to those who still believe in To date, the court in Curry County have been worthless and so biased that I dismissed without prejudice after spending over a year of my retirement and $10,000 to get redress and to stop the harassment.
